With Prabhu’s Plan, The Railways Now Needs Gadkari For Execution - MODI CABINET - INDIAN RAILWAYS - SURESH PRABHU


The Prime Minister should have accepted Railway Minister Suresh Prabhu’s offer to resign after two train accidents over four days. Railway Board Chairman Ashok Mittal has been relieved of his job after the Kaifiyat Express derailed on Wednesday. For Saturday’s Utkal Express accident Railway Board Member - Engineering Aditya Mittal was among the senior officials sent on leave. Top officials must feel the heat for the situation to improve.
In Ashwani Lohani, the Railways has a new reform-minded chairman with the desire and drive to reorganise it along commercial lines. But he needs political backing. Prabhu cannot provide it. He lacks heft. The Minister for Road Transport and Highways, Shipping, and Ports Nitin Gadkari has a lot more political clout and could give the cover the new Railway Board chairman needs from his minister.
Perhaps the portfolios could be combined into one ‘Surface Transport Ministry’.
Prabhu has made a lot of announcements. He has correctly identified under-investment as the reason for the Railways losing market share in freight. High-paying passengers have migrated to airlines which are quicker and sometimes even offer cheaper fares. A Rs 8.5 lakh crore investment plan has been made. Going beyond traditional sources of funding like the General Budget, the minister has tapped Life Insurance Corporation for a loan of Rs 1.5 lakh crore on attractive terms. Rs 1 lakh crore is to be invested in station development. Private partners are supposed to bring in the money against rights to advertise and put up malls, hotels, and offices. The contracts for development of Habibganj (Bhopal) and Gandhinagar (Gujarat) railway stations have been awarded. The minister’s Officer on Special Duty, Hanish Yadav, says contracts for 23 more stations will be given soon.
There is a programme to cut fuel costs in half, with aggressive electrification. This year’s electrification target is 4,000 km. The target for each of the following years is 6,000 km to achieve 90 percent electrification in the next few years.
The shift from cash-based to an accrual system of accounting will happen incrementally from next April, says Yadav. There is a plan to upgrade the Delhi-Mumbai and Delhi-Howrah routes for speeds of 160 kilometres per hour going up to 200 kilometres per hour. For this, the two corridors will have to be fenced, says Navin Kumar Shukla, Adviser, Mobility, who heads the cross-functional Mobility Directorate which was created in April last year.
All level crossings will have to be converted into underpasses or over-bridges on these two routes.
Drivers will have to be equipped to communicate with stations. The signalling and telecommunication equipment on these routes and on trains that run on them will have to be upgraded. When that happens, drivers will get messages about the speed they should maintain on different stretches; should they ignore the instructions, automatic brakes will be applied. Heavier tracks will have to be laid to allow higher speeds. Contacts will not be awarded piecemeal like now. One contractor will do all the jobs (like signalling and track laying) on a stretch. The investment of Rs 18,000 cr has been tied up, Shukla says.
Alongside, there is a move to increase average speeds on the quadrilateral connecting the four mega-metros and the two diagonals between them. This will mean deploying higher horsepower engines, reducing the weight of wagons, improving track geometry, eliminating stretches with permanent speed restrictions, installing diagnostic devices on tracks and trains to enable preventing maintenance, reducing downtime, installing twin pipe braking systems on good trains for quicker stops and starts, and making changes in operating practices.
These changes will be facilitated by the shift in a substantial share of the cargo now moving on the trunk routes to the Dedicated Freight Corridors which are expected to become operational from 2019.
Yadav, who was earlier with the management consultancy McKinsey & Co, says changes are not visible now; the results will show up from 2019 onwards.

But the CEO of a multinational company which supplies equipment to the Railways is sceptical.
‘Don’t MAFIA,’ he advises, which is a catchy way of saying one should not ‘Mistake Articulation For Intended Action’.
In the three years that Prabhu has been minister, the only big change that has happened, he says, is the award of contracts to GE and Alstom respectively for the diesel and electric locomotive factories at Marhaura and Madhepura (both in Bihar) respectively. These are the first (and only) two foreign direct investment projects in the Indian Railways. There was stiff opposition to them from the railway bureaucracy which deployed various stalling tactics. But all the spadework for them was done by the previous government.

A statement by the Northern Railway said on Thursday that the decision had been taken in view of the “law and order situation in Haryana”.

After receiving a formal request from the Punjab and Haryana governments, the Northern Railway has decided to cancel 89 trains in the Ambala division for the next three days ahead of the verdict in a rape case against Sirsa-based Dera Sacha Sauda chief Gurmeet Ram Rahim on Friday. Dinesh Kumar, Divisional Railway Manager (DRM), Ambala division, told Chandigarh Newsline that no train would operate from 5 am to 5 pm between Chandigarh and Ambala on Friday.
A statement by the Northern Railway said on Thursday that the decision had been taken in view of the “law and order situation in Haryana”. The cancelled trains include express and daily passenger trains. A list issued by the Railways includes Chandigarh-Jaipur Express, Firozpur-Chandigarh Express, Delhi Sarai Rohilla/Bhiwani- Kalka Himalyan Queen, Ambala Kalka, and Delhi-Kalka passenger train.
The DRM said that the Railways on Thursday afternoon received communications from both the state governments. “Earlier, we were provided one list of trains. Then more trains were added to the list. On Friday, 44 trains will be cancelled in Ambala division and more trains will remain cancelled on Saturday and Sunday,” he said.
On the security arrangements made by the Railways, he said that they were closely working with the state governments for foolproof security arrangements. “Around 400-500 RPF personnel have been deployed at various places,” said Kumar.
Fares up
Travel operators in the city said due to the prevailing situation, fares of cab services had gone up. “The fare between Delhi and Chandigarh has increased to Rs 4,000. I don’t think that any cab will go to Delhi on Friday,” said Amit Kumar, owner of Sai Tour & Travels in Sector 24. He added that airfare too had increased.

Passenger safety topmost priority: Railway Board chief Ashwani Lohani





NEW DELHI: The safety of passengers will be the topmost priority of the railways, new Railway Board Chairman Ashwani Lohani said as he assumed the charge today. 

The railway ministry had yesterday appointed Lohani as the Chairman of Railway Board after A K Mital had tendered his resignation following two derailments within a span of five days killing over 20 people and injuring more than 200. 

"Safety will be our topmost focus, of course. Cleanliness, improvement of stations, ending corruption and VIP culture would be other areas of focus," Lohani told reporters here. 

Lohani (58) said there were "lot of expectations" from the railways and the national carrier would work hard to improve itself. 

He further said it was an "emotional moment" for him to take charge of the Railway Board. Being an officer of the railway mechanical service, the railways is the parent organisation for Lohani. He has earlier served as the Divisional Railway Manager (DRM), Delhi. 

Lohani said he "feels good" that the government has considered him "worthy" of this position. 

Underlining that the Railways are a very old organisation and lifeline for India, he said it has several strengths. "We will move forward on those strengths," he said. 

As Lohani entered the Rail Bhawan, he bowed down to pay reverence to his parent organisation. 

He assumes charge at a time the safety aspect of the railways is under sharp focus after two back-to-back derailments. 

On August 19, 13 coaches of the Kalinga Utkal Express derailed in Khatauli, Uttar Pradesh, killing 22 passengers and injuring over 150. 

On August 23, at least 70 people were injured when the Kaifiyat Express derailed in Auraiya in Uttar Pradesh. 

Hailed as a turnaround specialist, Lohani, was serving as the CMD of now operationally profitable Air India.

According to a survey done by Ipsos on Thursday and Inshorts last year, 59% of India believes Suresh Prabhu did a decent job with railways.

Despite having offered to resign recently in light of the increasing number of train accidents, in his tenure of two years Prabhu was seen to have brought passenger friendly reforms in the country’s largest public sector enterprise.

The latest reform introduced by him was that of the book-now-pay-later service for tatkal bookings offered by IRCTC. The traffic on the portal, which was earlier plagued by a multitude of issues, was seen growing as a result of the reform.

Varied food options: Soon, passengers would be able to order pizzas and burgers on the Indian Railways website. Dominos, KFC would be setting up their restaurants at stations.

For executives, Prabhu is trying to bring airport like experience to railways. IRCTC will set up executive lounges at 49 locations.

RPF employment notice being circulated on social media is fake: Southern Railway - SEE FULL DETAILS HERE


CHENNAI: Southern Railway on Thursday said that an employment notice which is circulating on social media for vacancies in Railway Protection Force (RPF) is fake. The notice is going viral on instant messaging groups and social media.
The seven-page employment notice for recruitment of RPF constables contains the number of vacancies (reservation of SC/ST/OBC), eligibility criteria, recruitment process, nodal officers (4 CSCs), etc. The last date for receipt of application form has been given as October 14.

"The notification found under circulation is fake and has not been issued by security directorate, railway board or any of the chief security commissioners mentioned therein, as clarified by chief security commissioner, Southern Railway. Circulation of such fake employment notices will misguide the public and gullible candidates," said Southern Railway.
General public has been advised to not respond to the notice or circulate it, said a statement.

New Delhi, Aug 26: The Indian Railways has invited applicants to apply for 19,952 vacant job positions with the Railway Protection Force (RPF) 2017. Eligibility criteria:

Educational qualification:

IMA and Officers' Training Academy: Candidates interested in applying need to possess a Bachelor's degree from a recognised university or equivalent.

Indian Naval Academy:  Interested applicants must possess a degree in Engineering from a recognised university/Institution.

Air Force Academy:  Candidates must possess a degree from a recognised university (with Physics and Mathematics in Class 12) or a Bachelor of Engineering.

Age limit:

The male candidate should be not less than July 2, 1994 born and not later than July 1, 1999. For the Indian Air Force, age should be 20 to 24 years. Brexit could bring 100,000 jobs to Frankfurt, says study.

FRANKFURT: The expected mass exodus of United Kingdom-based bankers because of Brexit could bring up to 100,000 new jobs to Germany's Frankfurt region over the next four years, according to a study published yesterday.

The report, commissioned by the Frankfurt Main Finance lobby group, comes as Germany's financial hub takes an early lead in the battle for the spoils of Brexit.

The study said 10,000 new banking jobs are expected to flood into Frankfurt as a result of Britain's decision to leave the European Union (EU), and this would have a multiplying effect on other sectors.

"New bank employees will increase demand for housing, infrastructure and transportation, education, healthcare, consumer goods, food and so on," the researchers said.

Working from the expectation that the initial "Brexit shock" will bring 10,000 banking jobs, and assuming economic growth rates remain stable, the study calculated that at least another 21,300 non-banking jobs would be created in Frankfurt alone.

Under its most "optimistic scenario", Frankfurt and the surrounding Rhein-Main region, which includes towns as far as 80km further south, could see a boom of nearly 88,000 additional jobs

Analysed  database  tells that more than 170,000 Australian job listings and identified the postings that have remained unfilled for 60 days or more.
These jobs are the ones employers find hardest to fill and give jobseekers an insight into where the gaps in the market are.
Hospitality positions top the list with 70 per cent of the jobs listed for ‘crew members’ and ‘shift managers’ remaining unfilled after 60 days.
These jobs typically include positions for kitchen hands, wait staff, event management crews/teams, restaurant crews, resort staff, fast food crews and hotel crews for room service, cleaning and valet duties.
Shift managers include those working in hospitality but also in factories. These areas have large numbers of available positions and a high turnover of staff.
Rounding out the top four include jobs for pizza cooks and beauticians.
In recent years, tourism industry leaders have been trying to change people’s perceptions of hospitality work in the hope of avoiding a skills shortage as the sector continues its rapid growth.
“It’s a full-time career that can be as lucrative and opportunistic as being a lawyer or accountant,” Tourism Australia Managing Director John O’Sullivan said.
“It’s a sector that can accommodate a lot of professions and demands a great diversity of skills.”
This may have become a more difficult task after the Fair Work Commission agreed this year to slash Sunday and public holiday penalty rates for hospitality, restaurant, fast food, retail and pharmacy workers. area of personal services, including beauty and massage therapist jobs, were a significant and growing part of the Australian economy which meant this was fertile ground for job seekers.

Among those jobs which require a degree qualification, roles for veterinarians proved the most difficult to fill, with 38 per cent of positions still open after 60 days, followed by general medical practitioners (31 per cent).

But it seems if you are a librarian looking for work, you are out of luck. This job is one of the positions that are quickly snapped up.
Just 4 per cent of librarian positions remained open after 60 days, equal with fellowship positions. They were followed by event co-ordinators, lecturers, parking officers, ward clerks, care co-ordinators, classroom teachers, editors and personal bankers, which all had less than 10 per cent of positions still open.
In terms of national job hot spots, Indeed’s data suggests employers in Melbourne’s northern suburbs are struggling the most to find workers, with more than 30 per cent of positions overall left unfilled after 60 days, followed by Melbourne’s eastern suburbs (29 per cent), Western Sydney (27 per cent) and the Sydney CBD (25 per cent).
Mr McDonald said the data confirmed that medical professionals, including GPs, remain in strong demand in many parts of the country even though the position did not appear in the top 20.
“We are finding that there are some serious mismatches between positions and available talent with many communities crying out for medical professionals,” he said.
According to Source, GPs, along with emergency medicine physicians, psychiatrists, registered nurses, radiologists and sonographers are key areas where nationally there are significant mismatches between the number of actual roles and available talent in the favour of job seekers. For example there is more than eight times the employer demand for GPs compared to job seeker interest (as measured by clicks on jobs).

Medical professionals are among the highest paid with GPs earning around $255,000 on average and radiologists $183,000.
