APPSC Panchayat Secretary Group 3 exam 2017: Response sheet released at psc.ap.gov.in

APPSC response sheet: On day one of the exam, that is, August 6, 35,150 applicants gave exam in 135 centres while on day two, there were 17,600 candidates across 68 centres.

The Andhra Pradesh Public Service Commission (APPSC) has released the response sheets for Panchayat Secretary (Grade IV) examination at psc.ap.gov.in. The examination was held on two days – August 6 and 7 – for the convenience of candidates travelling from a long distance.
Nearly 3.67 lakh candidates appeared for the preliminary exam that held offline. Of these, 52,750 candidates were shortlisted for the mains exam. On day one of the examination, that is, August 6, about 35,150 applicants gave exam in 135 centres while on day two, there were 17,600 candidates across 68 centres.
In Hyderabad too, the test will be conducted in two centres on the first day, and one centre on the second.

TS Govt extends upper age limit for government job seekers - LATEST FROM TELANGANA - JOBS IN TELANGANA


Telangana government has extended the upper age limit for government job seekers by 10 years for another two years.

This effect will be valid till July 26, 2019 for the recruitment through Telangana State Public Service Commission (TSPSC) and other recruiting agencies.

As per the notification released by Chief Secretary SP Singh on Tuesday, the upper age limit has been raised from 34 years to 44 years for all direct recruitments. However, the uniformed service such as police and excise recruitments are not included for this.

Previously in 2015, the government had issued similar orders which was reinstated once again last year. With the order getting expired on July 26 this year, the government has once again taken in consideration the pleas of the government job seekers and extended it again.

‘Our jobs is not to create employment but generate employability and skills’ - HOME MINISTER OF INDIA




In a country where manual labour is stigmatised to the extent that it is the basis for social discrimination of the occupation-linked castes, the shudras, the task before Minister of Skill Development Rajiv Pratap Rudy is not just training and professionalising the workforce. It also entails the more complex job of restoring dignity to labour, the absence of which is among the biggest impediments to socioeconomic progress. In an interview to BusinessLine, Rudy talked about making manual work “aspirational”, the various ways of integrating carpenters and electricians to the industry and creating Uber and Ola-like platforms for masons and painters. Excerpts:

Job creation is the single biggest failure of this government. As opposed to the promise of 1 crore jobs a year, you have managed to provide barely 1.55 lakh jobs, significantly lower than the 10 lakh created by the Manmohan Singh government in 2009. How do you answer this, especially being engaged in training India’s workforce, the ultimate aim of which is to get them jobs?

Let me clarify at the outset that my job is not to create employment but to generate skills and employability. Having said that, let us look at the issue in its entirety. We have been talking to the Ministry of Statistics and Programme Implementation as also to the NSSO (National Sample Survey Organisation), which puts the figure of India’s skilled workforce at 2.5 per cent. That is not true. What it means is that a lot of our workforce is simply not getting captured. In Delhi, for instance, you need 10,000 gardeners. Now, I consider them skilled workers because they know the seasons, which plants grow when, how much watering and nutrients are to be given. Aren’t they part of the workforce? If Ola and Uber have asked for three lakh drivers, we train them on how to use GPS, how to use the point of sale and link them to that platform. Who is an Ola driver? Is he an entrepreneur, a worker?”

What is not being understood is the vision of the Prime Minister, which is unfolding in ways that will take a while to be visible. It is human resource development at its most professional level. I’ll give an example of a young girl in Devas, Madhya Pradesh. She did a course under the Pradhan Mantri Kaushal Vikas Yojna (PMKVY). We attached her, as we attach thousands of others, to bank financing through MUDRA. She went back to her village with some capital spent on buying her equipment and set up her little Radhika Beauty Parlour. Her average income, sitting at home, is ₹15,000 a month and during marriages and festive season, she earns over ₹40,000 a month. Isn’t that employment? Isn’t that empowerment?

Self-employment was not created by your government. It is what people have done for themselves in the absence of the State having a long-term vision about the shrinking capacity of agriculture to provide jobs, mass-scale urbanisation and the absence of developing alternatives like China has done with manufacturing. What is your contribution to it?

Self-employment existed in the traditional sphere in the sense that plumbers, electricians, carpenters and masons were all part of a cultural ecosystem which had no branding and absolutely no aspirational value. A youngster in a globalised world who is exposed to modernity through the proliferation of mass media wants a white collar job. He would rather be a clerk than a carpenter. What we have done is to make an exhaustive effort towards formalising these traditional ecosystems. We are creating systems to mobilise this vast workforce to be formally trained, get degrees, become absorbed in industrial training. It was a challenge for us to define a National Skills Qualification Framework (NSQF) under the PMKVY.

Under this, we are training one crore people and sector skill councils have been created to include as many as 40 industries such as hospitality, automotives, health, textiles, construction etc. I urge you to visit some of the PMKVY centres and see for yourself the augmentation and upgradation we have done in terms of the training procedures and modules. Then no training is complete without the worker actually performing on the factory floor. The industry creates and validates the stature and requirement of this manpower. We train them and, under the National Apprenticeship Programme, we have about 2.5 lakh apprentices in different industries. This is not comparable in scale with China, for instance, where the number is supposed to be about one crore, or in Japan, where it is about 40 lakh. But my target is to get the industry to absorb these people on the shop floor. The government is giving money to the industry to provide one year in-house training to these youngsters. The spectrum has become so big that every ministry now has the Ministry of Skill Development as its partner in this venture.

To make manual labour “aspirational” and a tool towards social mobility is the real challenge, isn’t it? India is still a country where only the intellectual work carries a premium and is reflective of a person’s social stature. To provide stature and respectability as also to monetise manual work substantially is the real task?

Absolutely. I don’t have a ready remedy for the socio-psychological barriers that prevent manual job from becoming respectable and rewarding. But all this exhaustive work is certainly towards formalising and professionalising our workforce so that we have a standing in the world. Even if we are able to teach German and French to our plumbers, we can attach a certain premium to their work. What sort of profile do you conjure up when you think of a welder — of a person wielding a torch by the roadside? But think of a young woman in a uniform, working in an air-conditioned environment in the Tata Motors assembly line. She has a different profile and higher pay grade. And, of course, she has social dignity. Then there is another grade of welder who works with a different kind of torch, dons a different gear and works on the Hazira-Vijaipur pipeline. His qualification, his salary, his profile are entirely different. Then we move up and envisage a welder who goes deep-sea diving and welds the bottom of a ship or works in an oil rig. He has higher qualifications, salary and work profile and therefore social dignity. By creating NSQF alignments in it, we have been able to not just professionalise a traditional work force but have created social mobility.

There is also talk of linking central educational boards with ITIs to provide degrees and further strengthen this ecosystem...

We are very excited about it. To further boost vocational education, we are aligning the Central Board of Secondary Education (CBSE) and the Indian Certificate of Secondary Education (ICSE) with ITI students which currently number about 2.3 million. This is designed to facilitate mobility between the vocational and formal education systems which will help students undertaking courses in ITIs to pursue regular courses in other schools and colleges.

NEW DELHI:  Job applications have been invited from eligible graduates for recruitment to the post of Superintendent (store) at Indian Air Force, Air Headquarters, New Delhi. A total of 55 vacancies have been notified in the official notification. Graduates with 'experience in handling Stores and Keeping Accounts in a Store of a concern or repute in Public or Private Sector' will be preferred. In addition to this, candidates must also be in the age group of 18-25 years (age relaxation details can be found from the official job notification), in order to be eligible for the recruitment.

IT Investment Region Project - LATEST FROM TELANGANA









Telangana IT Minister KT Rama Rao today sought "clarity" from Union IT Minister Ravi Shankar Prasad on the proposed IT Investment Region (ITIR) project here citing an "inordinate delay" in the release of funds.

In a letter written to Prasad, Rao said the Detailed Project Report (DPR) for the ITIR was submitted twice to the Centre by the state government seeking a financial assistance to the tune of Rs 4,863 crore (Rs 942 crore for phase I and Rs 3,921 crore for phase II).

He said the Centre had approved the support to an extent of Rs 3,275 crore (Rs 165 crore for two projects in phase I and Rs 3,110 crore for three projects in the second phase under ITIR).

"However, even after repeated persuasion from the state government, funds were not released to any of the above mentioned infra projects under the ITIR. Series of meetings with your kind self and also with the department officials have not yielded any result till date," the minister said.

"Lack of clarity on the ITIR Project from the Union government is leading to frequent adverse news reports and is creating confusion among the various stake-holders," he said.

Rao asked the Centre to clear its stand on continuation of the ITIR project and on the release of funds as promised in a 2013 notification.

"The IT exports from Telangana have grown from Rs. 56,258 crore in 2013-14 to a whopping Rs 85,470 crore in 2016-17. Direct employment in the IT sector has also grown from 3,23,396 to 4,31,891 during the same period," the minister said.

He said the projects such as ITIR would not only help Hyderabad attract more investments resulting in employment for scores of youths, but would also give a huge boost to the overall economy of the country

Re-employment syndrome kills the talent of unemployed educated youth

Re-employment syndrome in Jammu and Kashmir is at its highest, notwithstanding the unemployment graph in the state continues to swell.

Reports said that favourite retired employees of the ruling parties are being re-employed despite a clear-cut cabinet decisions of ban on re-employment.

Sources said that in almost all the government departments retired government servants have been re-employed, thus killing the talent and aspirations of unemployed educated youth of Jammu and Kashmir.

Sources added that from high-ranking bureaucrats to lower rung employees, the Jammu and Kashmir government hasn’t shunted the practice of picking up its “favourite and influential” officials for re-engagement, extensions or re-employment.

“If there is a government order banning re-employment then this order should be implemented in letter and spirit. Unfortunately, government is itself violating rules,” said a senior government officer.

The re-employment syndrome doesn’t go well with the state’s rising graph of unemployment, with a latest survey revealing that the state has more than 6.35 lakh unemployed youth registered.

Not only this has dashed hopes of employment, an official said that this has led to choking in promotions as well.
“It is fine that somebody was an expert but how long we have to re-engage him, why not to groom young lot, he said.

Intelligence Bureau recruitment 2017: Candidates can expect a pay scale of Rs 9,300 to Rs 34,800 plus a grade pay of Rs 4,200 (PB-2) with admissible central government allowances. The exams will be conducted at centres in 33 cities across the country.

The Ministry of Home Affairs (MHA) will open the application portal of the Intelligence Bureau today for the recruitment of 1430 assistant central intelligence officer (grade II/executive). Candidates who are interested in becoming a part of the Intelligence Bureau can apply online from the official website.
The last date to apply is on September 2, 2017. Candidates can expect a pay scale of Rs 9,300 to Rs 34,800 plus a grade pay of Rs 4,200 (PB-2) with admissible central government allowances.
“The post involves All India Service liability. Therefore, the candidates willing to serve anywhere in India only need to apply,” the Intelligence Bureau said in a notice. The exams will be conducted at centres in 33 cities across the country.

Eligibility:
– Candidates are required to be graduates or posess equivalent degrees from recognised universities.
– Candidates need to be at least 18 years old and no older than 27. The upper age limit is subject to relaxation for reserved category candidates.
– Candidates with knowledge about computers will be preferred.
Paper pattern:
The selection process will take place in three stages— Tier 1 objective-type exam of 100 marks, Tier 2 descriptive exam of 50 marks and an interview round of 100 marks.
Tier 1 will include 25 questions of 1 mark each on general awareness, quantitative aptitude, logical/analytical ability and English language. Candidates will have 60 minutes to answer these questions.
Tier 2 will include an essay on one of the give topics for 30 marks and a section of English comprehension and précis writing for 20 marks. Here too, candidates will have an hour to answer all questions.

NEW DELHI:  Intelligence Bureau (IB), Ministry of Home Affairs, Government of India has released job notification for direct recruitment to 1430 Assistant Central Intelligence Officer (ACIO) Grade II/ Executive. In order to be eligible for the recruitment, candidates must have completed graduation and must be in the age group of 18-27 years. Candidates should also have knowledge of computers. Online application submission for the IB recruitment will begin on 12 August 2017. Interested and eligible candidates can submit their applications on or before 2 September 2017 (11.00 pm). Online applications can be submitted at mha.nic.in.

President Donald Trump on Friday offered a fresh threat of force against North Korea, writing on Twitter that "military solutions are now fully in place, locked and loaded" if the regime of Kim Jong Un should "act unwisely."

"Hopefully Kim Jong Un will find another path!" Trump added in reference to the North's development of nuclear weapons despite increased United Nations sanctions.

Trump's latest warning came a day after he cautioned North Korea that "things will happen to them like they never thought possible" should the isolated country attack the United States or its allies.

Trump also told reporters that his previous day's threat of "fire and fury" may not have been "tough enough," even as he sought to reassure an anxious world that he has the situation under control.

The escalation in rhetoric by Trump - which some U.S. leaders and allies have criticized - comes as North Korea has stepped up its threats against the United States, including a potential missile launch landing near the U.S. territory of Guam.

Trump's tweet and statements to reporters on Thursday came from Bedminster, New Jersey, where he is on what the White House called a working vacation at his private golf club.


Trump's rhetoric has become considerably more bellicose in recent days.

Just this past weekend, the administration was congratulating itself for orchestrating a unanimous U.N. Security Council vote to sharply increase sanctions against Pyongyang, describing steady diplomatic and economic pressure as the keystone of its strategy.

Instead, Trump said Thursday that the administration is now examining its entire military posture in Asia and that "we are preparing for many different alternative events."

He said that he had already decided to increase the "antimissile" budget "by many billions of dollars, because of North Korea and other reasons."

YouTube Adds Chat Feature to Android and iOS Apps


YouTube added a chat feature to its Android and iOS apps Monday, allowing users to message their contacts and share videos with them. “Like chats around the water cooler, shouldn’t sharing a video be as easy as saying.

The new messaging feature is available via YouTube’s in-app share button, which previously only allowed users to share their videos out to other apps. User can either share a clip with a single contact, or start a group conversation with up to 30 participants — and anyone added to a chat can respond by adding videos of their own.

Share on YouTube, as the feature is officially called, is at the moment only available via mobile, and not through YouTube’s web or TV apps. Shared videos and associated conversations can be found via a new “Shared” tab within the mobile app.

The roll-out of the feature isn’t entirely surprising. YouTube first started to test the new feature in Canada earlier this year. “Thanks to all your feedback, we made some improvements and are now ready to roll out this new sharing feature to all users globally,” 

YouTube’s new sharing feature may not be a full-on-assault on Snapchat and Instagram. However, it’s clearly meant as a defensive move to make sure that conversations don’t exclusively happen on other platforms, which increasingly have video content of their own
